After the telecom industry was regulated by the FCC, the concept
of tariff was introduced.
A tariff is a document filed by any of the companies regulated
which details services, products, equipment and pricing that the
company offers to any potential customer.
This means that the company must offer these services at the rates
established within the tariff document. However, non-compliance
of items stated in the tariff does not have legal penalties neither
to the subscriber nor to the telephone company. As a subscriber,
what will happen is that the service will be cut off and as a telco,
what happens is that tariffs are just accepted by the regulatory
entity until it is challenged in court. All profits earned under
unfair tariffs and proven unjust in court is normally refunded.
Due to increasing competitiveness, many telco's are violating their
own tariffs, but in favor of the subscriber, lowering their prices
or offering special promotional prices for bundled services.
